Biography

Conne Burnham is an experienced emergency management professional with over 25+ years of experience working with local, state and federal governmental organizations and a plethora of nonprofit organizations through Missouri’s emergency human services sector. She is currently the Emergency Management Coordinator and state specialist for the University of Missouri Extension’s Community Emergency Management Program (CEMP). She represents MU Extension on the Missouri VOAD, the Governor’s Faith-Based and Community Service Partnership for Disaster Recovery, and the state recovery initiative.

Conne is also the author and co-author of several emergency management planning and training products. Examples include the Livestock Market Emergency Operations Planning template, co-authored with Rose Massengill, USDA APHIS VS Animal Disease Traceability Coordinator, and the Missouri COAD Guidance Manual, Second Edition, co-authored with emergency human service partners from state government and volunteer organizations across Missouri. Others include the American Red Cross Shelter Operations workshop course, the Mo Department of Health and Senior Services Points of Dispensing Volunteer and Staff Training course, and hundreds of simulation exercises.

Her prior career includes eight years as the Missouri State Emergency Management Agency (SEMA) Exercise Program Manager and the 2002 Bioterrorism Grant Statewide Planner and Exercise Development Coordinator for the Missouri Department of Health and Senior Services Bioterrorism Grant. She is MU’s POC and delegate to EDEN, member of several EDEN committees (Professional Development, Exercise, Community Development, Extension Emergency Management Proficiency taskforce).

She holds a Bachelor of Science degree in Social Science 1973 and a Bachelor of Science degree in Criminal Justice Systems 1976 from Truman State University, Kirksville, Missouri, and holds a Missouri Teacher Certification. She is a Master Exercise Practitioner awarded through FEMA’s Master Exercise Practitioner Program.
